China’s 180-Day Rule for Vehicle Exports
What overseas buyers need to know about registration dates, manufacturer confirmation letters, used-vehicle export licences and realistic delivery timing.
China’s “180-day rule” is widely discussed in the vehicle-export market, but it is often described inaccurately. It does not mean that every vehicle must remain in China for six months before export. The rule is part of China’s strengthened management of used-vehicle exports and creates an additional documentation requirement for vehicles applying for export within 180 days, inclusive, of their registration date.
What does the 180-day rule actually say?
From January 1, 2026, when a vehicle applies for export less than or equal to 180 days after its registration date, the local commerce authority must require the exporter to submit an After-sales Maintenance Service Confirmation Letter issued by the vehicle manufacturer. The letter must include the export country, vehicle information and information about the overseas after-sales service outlets, and it must carry the vehicle manufacturer’s official seal.
If the required material cannot be provided, an export licence will not be issued for that vehicle under the applicable used-vehicle export process.
Do not describe this as “all Chinese vehicles must wait 180 days before export.” A more accurate explanation is that recently registered vehicles processed through used-vehicle export management face an additional manufacturer-document requirement.
1. How are the 180 days counted?
The official notice ties the period to the vehicle’s registration date. That means the clock does not start from the production date, factory release date, purchase date, deposit date or shipping date.
Registration date is the starting point
Check the date shown in the Chinese vehicle registration records. This is the date used to determine whether the 180-day requirement is triggered.
Production date is not the starting point
A vehicle may have been manufactured months earlier, but that does not change the registration-date calculation used in the rule.
Vehicle paperwork must be consistent
The notice also requires key licence-application information to match the Motor Vehicle Registration Certificate, including the brand, model and relevant registration dates.
2. Which vehicles are affected?
The rule is relevant to recently registered vehicles being processed under China’s used-vehicle export management. In practical buyer terms, the important questions are:
Check the vehicle
- Has the vehicle already been registered in China?
- What is the exact registration date?
- Is the export being processed through a used-vehicle route?
- Will the licence application fall within 180 days, inclusive, of registration?
Check the export route
- Is a manufacturer-issued confirmation letter required?
- Has the exporter confirmed that the manufacturer can issue it?
- Does the destination country have additional certification or registration requirements?
- Does the contract address what happens if export documents cannot be obtained?
3. What is the After-sales Maintenance Service Confirmation Letter?
The Chinese name used in the official notice is 《售后维修服务确认书》. For overseas buyers, the most useful English description is After-sales Maintenance Service Confirmation Letter.
This is not a letter that the overseas buyer simply prepares. The official notice requires it to be issued by the vehicle manufacturer and stamped with the manufacturer’s official seal.
4. Three common export scenarios
The special recently registered vehicle requirement is no longer triggered by the 180-day threshold.
Normal used-vehicle export requirements and destination-country requirements still apply.
The additional manufacturer document can be submitted with the application.
The vehicle may proceed subject to the remaining export-licence and documentation requirements.
The required supporting material cannot be submitted.
The export licence will not be issued for that vehicle under this route.
5. Brand-new vehicle vs. registered-but-unused vehicle vs. genuine used vehicle
For a practical comparison of new and zero-mileage vehicle differences, read our dedicated buyer guide before classifying an offer.
Overseas buyers should distinguish physical condition from legal/documentation status. A vehicle can have very low mileage and still already have a Chinese registration record.
| Item | Brand-new export vehicle | Registered but unused / very low mileage | Genuine used vehicle |
|---|---|---|---|
| Chinese registration | No | Yes | Yes |
| Actual usage | Not used | Usually unused or minimally moved | Previously used |
| Typical export document status | New-vehicle export route | Often used-vehicle documentation after registration | Used-vehicle export documentation |
| 180-day issue | Generally not the issue discussed in this notice | May be relevant | May be relevant if recently registered |
| Warranty | Confirm destination-market coverage | May be affected by registration/export route | Usually separate or limited |
| Buyer focus | Export eligibility and destination certification | Registration date, manufacturer letter, warranty and documentation | Condition, inspection, history and documents |
6. Why do different suppliers quote very different delivery times?
A short delivery promise is only meaningful when the supplier can explain the complete chain from vehicle availability to export documentation and shipping. Two suppliers offering the same model may be working with completely different vehicle sources and legal statuses.
Stock availability
Available stock, incoming stock and order-based procurement produce very different lead times.
Registration status
An unregistered vehicle and a recently registered vehicle may require completely different documentation routes.
Manufacturer letter
For an affected vehicle, the availability of the required manufacturer confirmation can be decisive.
Licence processing
The application must contain accurate vehicle information consistent with the registration documents.
Vehicle location
Domestic transport to a port, rail terminal or border can add meaningful time.
Shipping schedule
Container, Ro-Ro, rail and land transport each depend on available schedules and destination routes.
7. What should an overseas buyer verify before payment?
Vehicle and document checks
- Exact model, trim, powertrain and production year
- Vehicle location and actual stock status
- Whether the vehicle is already registered in China
- Registration date if it has been registered
- VIN for available stock, or a clear VIN-allocation timeline for an order
- Applicable new-vehicle or used-vehicle export route
- Whether the 180-day manufacturer letter is required and available
Commercial and delivery checks
- Realistic licence-processing and preparation timeline
- Destination-country certification requirements
- Warranty and overseas after-sales status
- Pre-shipment inspection or video-check arrangement
- Port, carrier and shipping method
- Balance-payment milestone
- Refund, replacement or other remedy if export documents cannot be obtained
8. Common misunderstandings
Reality: The rule creates an additional manufacturer-document requirement for vehicles applying for export within 180 days of registration under used-vehicle export management.
Reality: The official notice refers to the registration date.
Reality: Physical usage and legal registration status are separate questions.
Reality: The buyer should ask the exporter to confirm the actual documentation route before making a commercial commitment.
How we reduce documentation and delivery risk
For export orders, WZ AUTO checks the exact model, vehicle source, registration status, documentation route and destination requirements before the final commercial offer is treated as executable. Buyers can also request VIN information when available, vehicle photos or video checks, and pre-shipment inspection arrangements according to the order. Buyers who need the broader regulatory context can also read China Vehicle Export Policy 2026.
Frequently asked questions
Must every vehicle wait 180 days before export?
No. The rule does not establish a universal waiting period for every Chinese vehicle. It requires additional manufacturer documentation for affected recently registered vehicles under used-vehicle export management.
Does the 180-day period start from the production date?
No. The official notice refers to the vehicle’s registration date.
Can a vehicle registered for less than 180 days still be exported?
Potentially yes, if the applicable export route is available and the required manufacturer-issued confirmation and other licence materials can be provided.
What information must the manufacturer confirmation include?
The official notice identifies the export country, vehicle information and information about the overseas after-sales service outlets, and requires the manufacturer’s official seal.
Why can one supplier promise 20 days while another says several months?
They may be quoting vehicles with different stock status, registration dates, manufacturer-document availability, licence routes and transport arrangements. Compare the underlying export route, not only the headline delivery time.
