China can still export new and used vehicles in 2026. The important change is that overseas buyers can no longer judge an offer only by price and promised delivery time. The exact vehicle category, registration status, exporting entity, licensing route and destination-country requirements must be checked before the transaction is treated as executable.

2026 policy changes at a glance

1Pure electric passenger vehiclesFrom January 1, 2026, qualifying pure electric passenger vehicles are subject to China’s export-licence management.
2Recently registered used vehiclesVehicles registered in China for 180 days or less require a manufacturer-issued after-sales service confirmation when exported through the used-vehicle route.
The most important clarification: the 180-day rule is not a blanket statement that every vehicle must remain in China for six months. It is an additional documentation requirement for vehicles exported as used vehicles within 180 days of registration.

1. What changed in China’s vehicle export rules?

The 2026 framework strengthens control over who can export certain vehicles, how recently registered vehicles are documented, and whether after-sales responsibilities are supported. It does not create one identical export route for every brand, powertrain or vehicle source.

Pure EV export-licence management

Pure electric passenger vehicles with a VIN under the referenced customs classification are included in export-licence management from January 1, 2026. Export feasibility therefore depends on the exporting entity and its applicable licensing arrangement.

Recently registered used vehicles

For a vehicle registered for 180 days or less and exported as a used vehicle, the local authority requires a manufacturer-issued, stamped after-sales service confirmation. Without that document, the used-vehicle export licence will not be issued.

2. China vehicle export process in 2026

A dependable delivery estimate should follow verified stock and confirmed documentation. A quotation alone does not prove that a vehicle has a workable export route.

1Confirm model and configuration
2Verify vehicle source and export eligibility
3Contract and deposit
4VIN and documents prepared
5Export-licence application
6Pre-shipment inspection
7Booking and shipping
8Import clearance at destination

3. The 180-day rule explained

The period is calculated from the vehicle’s registration date in China—not from its production date. The practical result depends on whether the vehicle is being exported as a used vehicle and whether the required manufacturer confirmation can be obtained.

Registered for more than 180 days
  • The special recently registered vehicle requirement does not apply.
  • Normal used-vehicle export documents are still required.
180 days or less, with confirmation
  • The manufacturer issues the after-sales service confirmation.
  • The vehicle may proceed through the used-vehicle route subject to the other requirements.
180 days or less, without confirmation
  • The additional document cannot be submitted.
  • The used-vehicle export licence will not be issued under this route.
Avoid this inaccurate statement: “Every Chinese vehicle must wait 180 days before export.” A more accurate statement is: “Recently registered vehicles exported as used vehicles face additional manufacturer-document requirements.”

4. New car, zero-mileage used car and genuine used car

A vehicle can be physically unused but legally documented as a used vehicle after registration. Buyers should therefore ask about both the actual condition and the legal documentation status.

Item Brand-new export vehicle Registered but unused vehicle Genuine used vehicle
China registration No Yes Yes
Actual usage Not used Usually unused or minimally moved Used
Export documents New-vehicle export documents Used-vehicle export documents Used-vehicle export documents
Manufacturer warranty Confirm for the destination market May be affected Usually limited
180-day rule Generally not this rule’s focus May apply May apply
Main buyer check Export eligibility and market certification Registration date, after-sales letter and warranty Condition, inspection and service history

5. Why do suppliers give different delivery times?

A 20-day quotation and a three-month quotation may be based on completely different inventory and documentation assumptions. The following factors should be confirmed before comparing offers.

📦

Stock availability

Available vehicle, incoming stock or order-based procurement.

🪪

Registration status

Unregistered new vehicle or vehicle already registered in China.

🧭

Export route

New-vehicle route, used-vehicle route or manufacturer-supported export.

📄

Manufacturer document

Whether additional after-sales confirmation is required and available.

✅

Licence processing

Exporting entity, model category and application status.

🚢

Shipping schedule

Ro-Ro, container, land transport, port and carrier capacity.

Commercial rule: calculate delivery from verified vehicle availability and confirmed export documentation—not only from the deposit date.

6. Pure electric passenger vehicle export licences

From January 1, 2026, the specified category of pure electric passenger vehicles is subject to export-licence management. Overseas buyers do not normally apply for the Chinese licence themselves, but they should verify that the exporter has a workable route for the exact model.

Do not assume that one general statement covers every EV, PHEV and fuel vehicle. Product classification, exporter eligibility, brand relationship and current licensing arrangements can differ.

7. What buyers should verify before paying

Vehicle and export checks

  • Proforma invoice and contract entity
  • Exact model, trim, powertrain and production year
  • Vehicle location and stock status
  • Registration status in China
  • VIN for available stock, or clear VIN-allocation timing
  • Applicable export route and licence plan
  • Destination-country certification requirements

Delivery and risk checks

  • Realistic licensing and preparation timeline
  • Pre-shipment inspection or video arrangement
  • Warranty status outside China
  • Port, carrier and shipping method
  • Balance-payment milestone
  • Contract remedy if export documents cannot be obtained
  • Spare-parts and after-sales support scope

8. Warning signs of an unreliable export offer

  • The supplier guarantees that any model can be exported without checking the destination country.
  • The offer does not distinguish new-vehicle and used-vehicle documents.
  • The supplier will not disclose whether the vehicle is already registered in China.
  • An extremely short delivery time is promised without explaining the export path.
  • The price is materially below market but no supply evidence is available.
  • The company name, bank account and contract party are inconsistent.
  • The contract does not address failure to obtain export documents.

Frequently asked questions

Yes. Export feasibility depends on the exact vehicle, supply source, exporting entity, licensing route and destination-country requirements.

No. The 180-day provision concerns vehicles exported as used vehicles shortly after registration and requires additional manufacturer documentation.

No single assumption should be made. The announced rule specifically identifies the referenced pure electric passenger-vehicle category; other powertrains and customs classifications should be checked separately.

A price may reflect vehicle procurement only. A firm export commitment also requires a confirmed vehicle source, exporter eligibility, documents, licence route and transport capacity.
